It seems like if there were a setting to force full screen mode, it wouldn't save much unless there was a specified start screen. On the iPhone running iOS4, the App restarts properly in the screen you left. If it is in full screen mode when shutdown, it restarts in full screen mode. There is a display issue in the iPad that causes the restart to be "partially" full screen mode that we're currently working on.
