Hi Rich,
The issue you have can be solved in various ways. Of course the best way is if the devices you are using have discrete Power On and Power Off commands. We have chosen not to implement a On/OFF state memory due to the many ways it can be defeated by transmission errors, using another remote, etc. Instead, we rely on the Re's capability of having many macros per activity to solve the problem. Generally, I use a "From-To" macro to switch from Watch TV to Watch DVD since I know the state of my system. In your case, you can have a normal start macro for a cold start, and a TV to DVD macro to switch to DVD and a DVD to TV to switch back. You can put all of the control macros in a folder and even include individual power and input select buttons to use if the state gets "confused."
